The easiest way to test the performance of your ISP is to try another one and see if it's better. For a useful comparison, try a speed test modem. This download images from various Web pages and tells you how fast your connection if you notice a big difference in performance when tested a different ISP, then it is time to abandon ship. If you feel curious, you can use the software for more detailed information about your connection problems.
Special programs can know exactly where the weaknesses are in your connection, so if you can identify problems are with your ISP or the site (s) you are trying to access.
